Property-Owning Democracy (POD)

What It Is
John Rawls distinguished between:
- Welfare State Capitalism (WSC): Allows concentration of wealth, then redistributes income through transfers after the fact. The poor remain dependent on “the generosity of those who hold economic power.”
- Property-Owning Democracy (POD): Pre-distributes productive assets so everyone has meaningful ownership BEFORE the market operates. Less inequality to begin with, less need for redistribution.

POD is the political philosophy underpinning:

Distinction from UBI Welfare State
POD is NOT the same as a welfare state. UBI alone would be welfare-state capitalism (redistributing income). Floyd’s full vision combines:
- LVT → prevents land wealth concentration (ownership restructuring)
- Citizens Dividend → shares community-created value (pre-distribution)
- CommonWealth governance → disperses resource ownership
This is why Floyd cares about BOTH LVT and UBI — not just one.
