Property-Owning Democracy (POD)

John Rawls’ concept: a society where productive assets and capital are widely dispersed rather than concentrated, distinct from welfare-state capitalism. What It Is

John Rawls distinguished between:

  • Welfare State Capitalism (WSC): Allows concentration of wealth, then redistributes income through transfers after the fact. The poor remain dependent on “the generosity of those who hold economic power.”
  • Property-Owning Democracy (POD): Pre-distributes productive assets so everyone has meaningful ownership BEFORE the market operates. Less inequality to begin with, less need for redistribution.

Connection to Floyd’s Work

POD is the political philosophy underpinning:

  • LVT: Prevents land from becoming a source of intergenerational wealth concentration
  • UBI/Citizens Dividend: A form of pre-distributing returns from commonly-owned resources
  • CommonWealth advocacy: The “Common Wealth” name itself echoes POD — wealth shared in common

Distinction from UBI Welfare State

POD is NOT the same as a welfare state. UBI alone would be welfare-state capitalism (redistributing income). Floyd’s full vision combines:

  1. LVT → prevents land wealth concentration (ownership restructuring)
  2. Citizens Dividend → shares community-created value (pre-distribution)
  3. CommonWealth governance → disperses resource ownership

This is why Floyd cares about BOTH LVT and UBI — not just one.
